So you want to create your own soundpack? Neat~
Here's the thing, soundpack creation needs to be specific, one wrong pitch and your V8 Engine could end up sounding like a V6 -
Your V6 could end up being a Formula 1 Car.

==============
Typically I use
===============

Adobe Audition CS6 -
This allows me to see if there is any cracks at all when the audio loops, however cannot play back the Bit Rate which is required for Spotter.

Sony Sound Forge 11.0 - Now Magix Sound Forge 11
This allows me to change my pitch easier, and can play back the Spotter packs BitRate, while Audition can save it, it won't play it
*you can use any audio software ie. Audacity, but the main sample rate is 22,050 Hz. for our files.

==I. Introduction==

So you want to create a Soundpack, right? But don't know how; or you want to take a crack at making a Spotter pack. This tutorial will show you all the Sample Rates needed for each type of .wav or .ogg used in NR2003

==II. - The Basics==
If you select the Drop down box, you notice a-lot of things
Sony Sound Forge- Lowest is 44,100 Hz 16 Bit PCM
Adobe Audition - Lowest is 32,000 Hz (resample)

Now you may be wondering, "how do we get the required specs, if they don't support it?"

Easy solution

Adobe Audition - In the Sample rate you Manually enter the desired Hz, same with BitRate.
Sound Forge- You hit [Custom...] button
and then manually enter in the numbers same as Audition.

==III. - Sound Pack Creation -==
Deciphering your Engine Sounds

After you unpack your Sound.Dat- you will notice 5 Different File types
win_
winnf_
winston_
winston_ext_
winston_extd_

These are the engine sounds used by the game.

Player Engines are as follows.
winston_ &win_ = Cockpit
winston_ext_ = External
winston_extd_ = External

Ai Engines are as follows.
winnf_

==IV. - Player Engines & Ai Engines==

Cockpit Engines (winston_) can be Mono or Stereo. Most prefer however stereo.
these files must be saved as

Sample Rate (Hz): 22,050
Bit Depth : 16
Channels: Mono/Stereo

External Engines, (winston_ext_ ,winston_extd_) have no exceptions, it has to be MONO or expect audio glitches.
these files must be saved as

Sample Rate (Hz): 22,050
Bit Depth : 16
Channels: Mono

Ai Engines, (win_ , winnf_ ) Same as External Engines, MONO ONLY
these files must be saved as

Sample Rate (Hz): 22,050
Bit Depth : 16
Channels: Mono

==V. - Spotter Pack Creation==
Here we go, you Need EXTREME patience to make these!
There are over 500 Individual .wav files here. Despite it seeming easy, it is Not.

If you miss one, the default spotter kicks in and then it will sound awkward.

these files must be saved as
Sample Rate (Hz): 5,512 Hz
Bit Depth : 8
Channels: Mono

==VI.- Misc Files==
These include buttons, .ogg GSYE's, impact car effects, regular effects, etc.

Menu Effects, Car Impacts/ Effects / GSYE
these files must be saved as

Sample Rate (Hz): 22,050
Bit Depth : 16
Channels: Mono

GSYE - MUST be .ogg

================
Well here's the end of my little informative project.
Hope to see you in the designing of sounds!
